The cactus heals you if you melee it down, it won't go down to any amount of bullets.
The question mark you are holding is a "Guild Flag" you need to go all the way up to the top of the snow mountains, one level above the kusha skin in area 8 there is a place to use the flag.

Usually nothing.
The flag is used in some quests as an objective.

I stole other people's item box and put it in mine while I am in their house. (max 5) It must be done during night or else it won't work, make sure your friend is not in their house.
Just kidding, you buy them.
Don't ask me how, figure that yourself ( the vendor, where else -_-)

Is it up to rare 3 or 4M

Rare 3 only. The game forbids trading items of rare 4+, except if it has an "M" on it. That means you can mail it to anyone.

No there isn't, not to another player.
To yourself, if you have EX you can trade rare4+ items to other characters of yours through the Garden Kitten box.
