That is Airu Felyne Ear, or Airu Neko Mimi, or Furry Earz.
The only way to get that is to have participated in an event for them, bought them from someone who has a code, or make love to hanghey staff.
At this time there is no other event announced to get them, and no way to buy them from the shop. If the event comes around again, i'll be sure to post it on n00bz.

If anyone gets curious about this, it's a feature added in 7.0 where you gather your stamps 2 per week for hunter life, ex. Each helm takes maybe 8 weeks of EX stamps to make, some weapons/armours take about 5 weeks of Hunter Life IIRC. I'll detail this if need be at w/e tiem we get this feature.
