Sounds stupid, but are you sure you're not typoing?
When I typed my ID wrong that page came up.
Try clicking 아이디 / 비밀번호 찾기 (Find ID/Password) under the login box.

uh oh...that came out as messed up symbols. Gimme a sec to type it.. It seems...there is a fee of some sort to reimburse the account? Damn, I dunno what to suggest. Maybe you should post your problem at OnRPG forums, in the foreign game section...there are a few fluent korean speakers there, I'm sure, maybe they can help you  |

btw just to check contra, did you try to purchase anything on their website? because what seems to me when i tried google translate(Bad choice i know) it's talking about fines and Fees. and also talking about refund policy on purchasing somthing. a fee of 1000 won is needed to refund.
